Rustam Shafagatov was born in Baku in 1980. Got bachelor degree at Azerbaijan State Economic University, master at the Academy of Public Administration under the President of Azerbaijan Republic. İn the same academy got doctorate level. Worked as the head of IT department of the Ministry of Energy. Currently working as a teacher at the Baku State University.
